SAC Board

Drawn from academia, industry and the public sector, our board members bring rigour, insight and experience to the SAC’s efforts.

Appointed by the Minister for Finance, members of the SAC Board provide strategic leadership and guidance to SAC in achieving its vision for Singapore to be the Leading Global Accountancy Hub.

Mr Chaly Mah (Chairman)

Former Chief Executive Officer, Deloitte Asia Pacific

Mr Chaly MahChaly Mah is Chairman of the Singapore Accountancy Commission (SAC). He was appointed to the role of Deputy Chairman in April 2015 and Chairman, in April 2016. As Chairman of the SAC, he leads the SAC Board and team in driving the implementation of key initiatives that will help transform Singapore into the global accountancy hub by 2020. Mr Mah recently retired as the CEO of Deloitte Southeast Asia and Chairman of Deloitte Singapore. He has been with the firm for over 38 years, including five years with its Melbourne office. He was the CEO of Deloitte Asia Pacific and member of Deloitte Global Executive in 2007-2015.

Mr Mah is also Chairman of Singapore Tourism Board and the Singapore International Chamber of Commerce graduated with a Bachelor of Commerce degree from University of Melbourne. He is a Chartered Accountant of Australia and Singapore and a Fellow Member of CPA Australia, Institute of Singapore Chartered Accountants (ISCA) and The Association of Chartered Certified Accountants (ACCA).

Mr Gerard Ee

President, Institute of Singapore Chartered Accountants

President, Institute of Singapore Chartered AccountantsMr Gerard Ee started his career as an accountant in 1974 and became a public accountant in 1978 until his retirement as a Partner of Ernst & Young in June 2005.  He was appointed the President of the Institute of Singapore Chartered Accountants on April 2014.

Mr Ee has a passion for community service and throughout his career he found time to serve on various committees in the social service sector. Mr Ee was formerly the President of the National Council of Social Services, President of the Automobile Association of Singapore, Chairman of the Public Transport Council and has chaired an extensive range of social service organisations and programmes which include juvenile rehabilitative centres, grassroots organisations, schools, and various programmes for the elderly and youth.

Currently he is the Chairman of the Eastern Health Alliance and Changi General Hospital. He is also currently the Chancellor and Chairman of SIM University.

Mr Kon Yin Tong

Managing Partner, Foo Kon Tan LLP

Managing Partner, Foo Kon Tan Grant Thornton LLPMr Kon has been in the public accounting profession for more than 25 years and started his career with Big Four firms in London and Singapore before joining Foo Kon Tan LLP in 1994. His areas of practice include litigation support and dispute resolution.

Mr Kon was formerly a board member of the Accounting and Corporate Regulatory Authority and the Public Accountants Oversight Committee. He holds an Economics degree (First Class Honours) from the London School of Economics. Mr Kon is also a Fellow of the Institute of Chartered Accountants in England and Wales as well as a Fellow of the Institute of Singapore Chartered Accountants. He is also a board member and audit committee chair of both the Singapore Totalisator Board and Sport Singapore.

Ms Leong Wai Leng

Chief Financial Officer, Temasek Holdings

Chief Financial Officer, Temasek HoldingsPrior to joining Temasek in 2006, Ms Leong was the Deputy Chief Executive Officer of Raffles Holdings Ltd and served concurrently as the Chief Executive Officer of Raffles International Ltd.

Ms Leong has more than 20 years of experience in senior management positions with three publicly listed companies and within the public sector. She holds a Bachelor of Arts (Honours) degree in Engineering Tripos and a Master of Arts degree from Cambridge University, United Kingdom. She also holds a Master of Applied Finance degree from Macquarie University, Australia.

Mr Sushil Nair

Director and Co-Head of Corporate Restructuring & Workouts Practice, Drew & Napier LLC

Mr Nair is the co-head of the Corporate Restructuring & Workout practice group and a member of the management committee at Drew & Napier LLC.,  In his 25 years of practice, Mr Nair has been involved in some of the largest restructuring exercises in Asia Pacific, particularly in Indonesia and China. In 2011, he was named Singapore’s Restructuring Lawyer of the Year by Best Lawyers.

Mr Nair chairs the Insolvency Sub Committee of the Law Society of Singapore and is a member of the Insolvency Law Review Committee set up by Singapore’s Minister for Law. He is also a member of the Committee to strengthen Singapore as an International Centre for Debt Restructuring, also established by the Ministry of Law. Mr Nair is on the Board of Trustees of the KK Women’s & Children’s Hospital Health Endowment Fund. 

Prof Pang Yang Hoong

Vice Provost (Undergraduate Matters and Student Development), Singapore Management University

Professor Pang Yang Hoong was a member of the planning team at SMU and was appointed the first Dean of the School of Accountancy (SoA) in 2000. She was also appointed Vice Provost (Undergraduate) on 1 June 2004 and held both appointments concurrently until the conclusion of her 3rd term as Dean of School of Accountancy in July 2015.  Prof Pang is now Vice Provost (Undergraduate Matters and Student Development), and oversees all undergraduate curriculum and student development functions in the university.

Upon graduation from the then University of Singapore in 1976 with a Bachelor of Accountancy (Hons), she joined the international audit firm of Peat Marwick, Mitchell & Co, where she worked for three years as an audit senior. Having obtained her qualification as a CPA, she became a member of the faculty of the School of Accountancy, University of Singapore in 1979. She obtained her Master of Economics, majoring in Accounting and Finance, at Monash University in Clayton, Australia in 1982. She completed her PhD in Accounting at Queen’s University, Canada in 1991. Prior to joining SMU, she was the Director of the PhD Programme, founding editor of the Accounting & Business Review, and the Head of the Division of Auditing & Taxation at the School of Accountancy & Business, Nanyang Technological University.

Mr Steven Phan

Area Managing Partner, Asia Pacific, EY

Steven Phan is the Area Managing Partner for EY in Asia-Pacific and has overall responsibility for the organisation in the area. He is also a member of the EY Global Executive Board. Steven was previously the Asia-Pacific Chief Operating Officer (COO) and before that, he was the Managing Partner for the ASEAN Region and Country Managing Partner for Singapore.

Steven has more than 36 years of auditing and advisory experience, of which close to a decade was spent overseas.

Steven is a member of the Institute of Chartered Accountants in England and Wales and a Fellow Member of the Institute of Singapore Chartered Accountants.

Mr Quek Suan Kiat

Former Vice Chairman, Barclays Bank PLC Singapore

Vice Chairman, Barclays Bank PLC SingaporeMr Quek was the former Vice Chairman and Country Manager of Barclays Bank PLC Singapore from November 1997 to March 2015. Mr Quek also served concurrently as the Regional Chief Operating Officer of the offices in China, Korea, Malaysia, Thailand and Indonesia. In 2000 and 2001, he assumed the additional role of CEO of Barclays Capital Futures Pte Ltd and Barclays Merchant Bank Ltd. From 1995 to 1997, Mr Quek was the COO of ING Barings Securities Pte Ltd. He has also formerly worked with CFSB, NMB Bank, Nomura Singapore and Price Waterhouse.

Mr Quek is a member of the Institute of Singapore Chartered Accountants and holds a Bachelor of Accountancy degree from the University of Singapore.

Mr Sim Guan Seng

Managing Partner, Baker Tilly TFW LLP

Mr Sim Guan SengAs Managing Partner, Guan Seng provides strategic direction and oversees the day-to-day operation of the firm, as well as the practice development initiatives within the firm. He possesses more than 25 years of public and commercial accounting experience in Singapore which started at Arthur Andersen till he was appointed Head of Operations with stock-broking house GK Goh. He started his own accountancy and business services firm in 1992 which merged with Baker Tilly TFW in 2004.

He holds a Bachelor of Accountancy from the National University of Singapore. He is a Certified Internal Auditor and a Fellow Chartered Accountant of Singapore. 

He is also the Honorary Consul for the Republic of Botswana.

Mr Magesvaran Suranjan

President, Procter & Gamble Asia Pacific

Suran is the President of P&G Asia Pacific (APAC). He leads the operations of P&G’s over 10,000 APAC employees, serving consumers in over 14 countries, through a portfolio of leadership brands across a wide range of consumer product categories, which include Baby Care, Hair Care, Home Care, Personal Health Care, Fabric Care, Grooming, Skin & Personal Care, Family Care, Feminine Care, and Oral Care. 

Starting in the Finance Department in the P&G Global Headquarters in Cincinnati, US – Suran has been with P&G for over 22 years – a third of that time as a Vice President and General Manager leading various businesses across a variety of functions, categories, and regions – including extensive experience in Asia, where he has over 6 years of leadership roles. Before being elected by P&G’s Board as President of Asia Pacific – Suran was the General Manager and Vice President of P&G’s rapidly-growing Asia Unit for Home Care, Personal Power, P&G Professional, and Oral Care.

Suran is a strong advocate for Asian Talent Development and serves on the Advisory Board of the Singapore Management University, Lee Kong Chian School of Business.  He also serves on the Board of Directors for the AmCham Singapore, US-Philippines Society and the US-ASEAN Business Council to promote mutually beneficial trade and investment relationships between the United States and ASEAN and elevate the importance of the US businesses in the region.

Mr Evan Law

Chief Executive, Singapore Accountancy Commission

Evan LawAs Chief Executive, Mr Law leads the SAC in collaborating with local and international communities to drive accountancy excellence through talent development, professional qualification, research and thought leadership.

Mr Law has more than 20 years of experience in the private education industry. Before joining SAC, he was the Deputy Chairman of PSB Academy. He concurrently held a Senior Director appointment at Star Education Group which is part of Baring Private Equity Asia. Mr Law is responsible for driving acquisitions and strategic growth of its various businesses within the Group. He has also held senior appointments at the Institute of Certified Public Accountants of Singapore (now known as Institute of Singapore Chartered Accountants or ISCA). He holds a Bachelor of Science degree in Marketing and Management from the University of Oregon as well as a Master in Business Administration from Portland State University.

Mr Ong Khiaw Hong

Chief Executive, Accounting and Corporate Regulatory Authority

Mr Ong was appointed Chief Executive of the Accounting and Corporate Regulatory Authority (ACRA) on 1 April 2017. He leads the operations of ACRA, the national regulator of business entities, public accountants and corporate service providers in Singapore. Mr Ong also performs the statutory functions of the Registrar of Companies, Businesses, Public Accountants, Limited Liability Partnerships and Limited Partnerships.

Mr Ong sits on several national committees including the Accounting Standards Council of Singapore, Corporate Governance Oversight Committee. Internationally, he will represent Singapore in the Executive Committee of the Corporate Registers Forum.

Prior to joining ACRA, Mr Ong was the Deputy Commissioner (Corporate & Services) at the Inland Revenue Authority of Singapore (IRAS). Mr Ong has over 30 years experience in the corporate accounting and tax field. He started his career in the Administrative Service, serving in the Education and Defence ministries. He joined the Inland Revenue Department in 1991 and was the Director (Taxation) at the Ministry of Finance from July 2000 to June 2002.

Mr Ong has a Master in Public Administration from the Harvard Kennedy School. He was conferred the Public Service Administration Medal (Gold) in 2010.

Mr Yee Ping Yi

Deputy Secretary (Planning), Ministry of Finance

Mr Yee Ping YiMr Yee Ping Yi is Deputy Secretary (Planning) in the Ministry of Finance, Singapore.

Prior to the Ministry of Finance, Mr Yee worked at the Central Provident Fund Board as its Chief Executive from January 2011 to March 2015.  He had previously served in management positions at the Civil Service College, the Ministry of Health and the Public Service Division.  Mr Yee also worked at the Economic Development Board and the Ministry of Trade and Industry.

Mr Yee graduated in 1994 from Cambridge University, majoring in electrical engineering.  He received an MBA from the MIT Sloan School of Management in 2001.
